Lifeboat Winch Inspection Summary (IMO MSC.402(96))
1. General Requirements • All inspection, maintenance, and testing must follow manufacturer’s manuals and technical documentation. • Work shall be carried out by authorized service providers or trained personnel. • Records, reports, and certification confirming fitness for purpose must be issued after completion.
2. Annual Inspection (Thorough Examination & Operational Test) A. Visual & Mechanical Checks (Winch Components) • Condition of winch structure and foundation • Inspection of braking system as per manufacturer’s instructions • Check and replace brake linings/pads if necessary • Inspection of: o Remote control system (if fitted) o Power supply system • General condition of associated systems (wires, sheaves, lubrication, alignment) B. Operational Testing • Winch to be tested by lowering the lifeboat (empty or equivalent load) • At maximum lowering speed, the brake must be abruptly applied • After test: o Inspect stressed structural components for damage or deformation C. Documentation Review • Verify: o Previous maintenance records o Certificates and onboard documentation • Include weekly/monthly inspection items as part of annual survey
3. Five-Yearly Inspection (Thorough Examination, Overhaul & Load Test) A. Overhaul Requirements • More detailed inspection including: o Dismantling of components where necessary o Examination of wear, tolerances, and defects (cracks, corrosion) • Overhaul to be conducted by manufacturer or authorized service provider B. Overload Operational Test • Perform test with proof load = 1.1 × (lifeboat + full complement + equipment) • Procedure: o Lower the load to maximum speed o Apply brake suddenly to verify braking efficiency C. Post-Test Inspection • Re-inspect all stressed and load-bearing parts for: o Structural integrity o Deformation or damage
4. Key Focus Areas for Winch Safety • Brake performance (critical safety component) • Structural integrity of winch and foundation • Control and power systems reliability • Load testing under real and overload conditions • Proper documentation and certification
Conclusion IMO MSC.402(96) ensures that lifeboat winches remain fully operational, reliable, and safe under emergency conditions by requiring: • Annual functional verification, and • Comprehensive 5-year overhaul with overload testing These inspections are essential to confirm that the winch can safely lower and control the lifeboat under both normal and extreme conditions.
